Wendy Dookie

This matter came before a Panel of the Discipline Committee on October 13, 2000.

Background
In November 1999 the College became aware that Ms. Dookie had not been registered with the College for the 1998 / 1999 fiscal year. Ms. Dookie had previously been registered with the College.

Summary of the Allegations
For the fiscal year of 1998 / 1999, Ms. Dookie did not re-new her registration with the College. During the previous year, she had moved and failed to notify the College of her change in address. As a result of her not renewing her registration, her certificate of registration with the College was suspended for non-payment of fees in October 1998. As such, Ms. Dookie was practising occupational therapy without being registered with the College. When Ms. Dookie was notified that she had been practising while being suspended from the College, she paid her outstanding fees in full and her registration was re-instated.

The Member’s Plea
Ms. Dookie admitted to all of the allegations presented by the College.

Decision
The Discipline Panel accepted Ms. Dookie’s guilty plea and found her guilty of unprofessional conduct.

Penalty
The parties presented to the panel a joint submission on penalty. The parties submitted that the proposed penalty would address the issue of protection of the public, general deterrence to the profession and deterrence to the member. The parties also indicated that this was Ms. Dookie’s first offence and that her actions were not intentional but that registration with the College is required if one is to practice the profession of occupational therapy in Ontario. Further, Ms. Dookie had fully cooperated with the College investigation and had corrected the problem once notified.

The Panel reviewed the joint submission on penalty and accepted the submission, ordering the following penalty:
  • Ms. Dookie would receive a reprimand which would be noted on the public register
  • Ms. Dookie would pay $2000 towards the costs of investigating and hearing this matter, to the College
  • Ms. Dookie would write a letter to the College outlining the dangers of not ensuring that annual fees are paid and the differences between association and College dues. This letter would be published in the College newsletter.
