Competency Review and Evaluation
Competency Review and Evaluation is a two-way process which provides feedback to the occupational therapist to encourage practice improvements. This process monitors compliance with the Quality Assurance (QA) Program's mandatory requirements and assesses the knowledge, skill and judgment of selected occupational therapists.
Each year a number of occupational therapists are randomly selected to participate in Competency Review and Evaluation. Occupational therapists may also be required to participate in a modified process of Competency Review and/or Evaluation and/or submit portfolio materials when directed by the QA committee.
Competency Review and Evaluation: Step 1
Portfolio Review
When required to participate in Competency Review and Evaluation occupational therapists submit copies of the mandatory Competency Enhancement Tools from their Professional Portfolio from the previous 5 years. These materials include:
Multi-Source Feedback Surveys
In addition to submitting the portfolio materials, occupational therapists engage in a multi-source feedback survey. This process involves peers, co-workers and client's completing a practice feedback surveys designed to collect information on the occupational therapist's practice in respect to client care and helps determine if the therapist is meeting the Essential Competencies and standards of the professional. Following successful completion of step 1, most occupational therapists will return to ongoing Competency Enhancement activities.
Competency Review and Evaluation: Step 2
Practice Assessment
It may be identified that some occupational therapists require a more detailed Competency Evaluation, which involves a formal assessment by peer assessors who are experienced occupational therapists. The peer assessor reviews and discusses client records and interviews the occupational therapist. Following the evaluation, the assessors provide a report to the occupational therapist and the Quality Assurance (QA) Committee describing the therapist's practice and identified learning needs. The QA Committee determines whether the occupational therapist's practice demonstrates continued competence and meets acceptable standards. If practice concerns and/or learning needs are identified the QA Committee may recommend continuing competency activities or require the occupational therapist to engage in Competency Improvement, a QA component where specific remedial activities are directed.
There are four different assessment tools used during this step: pre-questionnaire, case-based questions, situation-based questions and chart review. The QA Committee directs the completion of all or a combination of these assessment tools.
